لفظ المواطن «رأفت حامد محمد عبد الله»، المقيم بمنطقة المندرة بمحافظة الإسكندرية، فجر اليوم الثلاثاء 4 فبراير، أنفاسه الأخيرة في محبسه بقسم شرطة الدخيلة بالإسكندرية، وذلك نتيجة التعذيب الشديد أثناء إخفاءه قسرياً ممَّا أدى لتدهور حالته الصحية، ما حدا بإدارة سجن برج العرب لرفض استقباله وإعادته مرة أخرى لقسم شرطة الدخيلة.

وقد رفضت قوات الأمن بقسم شرطة الدخيلة تسليم جثمانه ، واحتجزت عددا من أقاربه للتحقيق معهم في كيفية تسرب الخبر اليهم ، وقامت بعدة إنتهاكات أخري ، ومنها منع الزيارة عن باقي المعتقلين بالقسم ، بالإضافة إلى تفتيش كل الزنازين وتجريدها من كافة المتعلقات الشخصية، ورفضت تسليم التعيين أو إدخال الطعام لأي من المحتجزين بالقسم.
